TAX SPECIALIST

WHAT DOES AN INTERNATIONAL INDIVIDUAL COMPLIANCE (IIC) TAX COMPLIANCE OFFICER DO? An IIC Tax Compliance Officer (TCO) conducts examinations of individuals - U.S. Citizens engaged in International/Offshore transactions or residing abroad, and Non-US citizens who are Resident Aliens or Non-Resident Aliens with a U.S. Federal tax filing requirement. These examinations may include related entities such as sole proprietorships, small corporations, small partnerships, which involve a number of separate tasks or procedures. You will use your professional knowledge and skill in accounting and auditing techniques and practices to examine various tax returns, determine the correct tax liability, identify situations with potential for understated taxes, and to recognize potential fraud. Many situations may require a specialized knowledge of International and Offshore issues and transactions, and may involve varied or complex tax structures. In addition, you will interact with taxpayers and their representatives from varied socioeconomic and cultural backgrounds, provide examination findings, interpretations of tax laws and regulations, and other necessary information to ensure future compliance As an IIC Tax Compliance Officer (TCO) you will:
Conduct independent examinations and related investigations of income tax returns that cover a diversified spectrum of individual taxpayers, including U.S. Citizens engaged in International/Offshore transactions or residing abroad, and Non-US Citizens who are Resident Aliens or Non-Resident Aliens with a U.S. Federal tax filing requirement. These examinations may also include related entities such as sole proprietorships, small corporations, and small partnerships, that involve a number of separate tasks or procedures. Examinations may also contain special audit features or anticipated accounting, tax law, or investigative issues related to International and Offshore transactions. In addition, you will interact with taxpayers and their representatives from varied socioeconomic and cultural backgrounds, provide examination findings, interpretations of tax laws and regulations, and other necessary information to ensure future compliance. Conduct examinations to detect unreported income from individual and business taxpayers using financial and other investigative skills. Conduct package audits to determine that other required returns such as information, excise, or specialty returns are filed and conduct concurrent examinations or make referrals of these and other returns when warranted. Identify issues to be pursued based on large, unusual or questionable items which produce significant tax or compliance effect and utilizes the appropriate tax law and facts needed to resolve them. Recognizes indicators of fraudulent activity and develops appropriate referrals. Utilize standard accounting methods and techniques during the course of examinations in order to develop information regarding the income and financial operations of taxpayers. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Substantive knowledge of business practices, basic accounting principles, and Federal tax laws and regulations; and that required the ability to audit tax records, analyze systems and bookkeeping, use fact-finding techniques, and develop interpersonal skills, and have knowledge of International issues and cross border transactions. Examples of qualifying experience include:
Auditing various types of tax returns to determine tax liability of individual tax payers, businesses, or corporations; Interpreting and applying pertinent parts of the Internal Revenue Code and related regulations and procedures; Applying pertinent parts of the Internal Revenue Code and related regulations and procedures to:
(1) conduct comprehensive analytical examinations, (2) use creative in-office fact-finding techniques, and (3) develop effective public contact skills. Making determinations and redeterminations, or audit, on liability for Federal taxes; Auditing 1040NR returns, OVDI cases, Treaty cases, and Embassy cases; Program evaluation, internal audit or administrative management of the assessment and collection of Federal taxes (other than alcohol and tobacco); Investigating alleged criminal violations of Federal tax statutes and making recommendations for criminal prosecution and assertion of civil penalties; or Collecting delinquent Federal taxes (other than alcohol and tobacco), including canvassing for unreported taxes due, and securing delinquent returns. OR Three years of progressively higher level education leading to a PH.D. or equivalent doctoral degree in a related field such as accounting, auditing, taxation, business administration, law or other related fields; OR Combination of qualifying graduate education and experience equal to the amount required. OR LL.M. if related AND In addition to the above, you must have:
Experience that demonstrated a substantive knowledge of business practices, basic accounting principles, and Federal tax laws and regulations; and that required the ability to audit tax records, analyze systems and bookkeeping, use factfinding techniques, and develop interpersonal skills. You must have knowledge of Principles of Accounting and Intermediate Accounting. Candidates can demonstrate this knowledge either through successful completion of twelve semester hours (6 basic and 6 intermediate) or eighteen quarter hours (9 basic and 9 intermediate) of college level accounting work or successfully passing an IRS online accounting assessment. A copy of your official or unofficial college transcripts must be uploaded with your resume or you will receive an invite to take the online accounting assessment. You must pass this assessment in order to meet the accounting requirement for this position. If selected for this position you will be required to submit a copy of your official transcripts prior to placement. For Grade 11:
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.- The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
