Contract Specialist (DIRECT HIRE)

This position serves as the Contracting Officer for the Middle District of North Carolina exercising a delegation of authority to contract for a variety of services, supplies and equipment. In addition, provides a variety of administrative support services in such areas as purchasing, space management, security, internal controls, mail, records, reproduction services, forms management, and communication services. Typical Assignments will include:
- Serve as the District's Contracting Officer exercising at least a Level I warrant and associated delegated procurement authority. Responsible for both pre-award and post award actions for the acquisition of complex professional services and equipment requirements. - Review requisitions and determines appropriate method of procurement, i.e., contract type, formal advertising, Federal Supply Schedules (FSS), General Administrative Services (GSA), Government Wide Agency- Contracts (GWAC), Requests for Proposals (RFP) or Invitation for Bids (IFB) or other means. - Prepare Statements of Work (SOW) or Statement of Objectives (SOO), and other documents necessary prior to a formal solicitation process that includes selecting appropriate clauses and other specifications to ensure final solicitation is clear, includes all appropriate specifications including delivery requirements or other stipulations. - Prepare contract solicitation and award documents, perform detailed analysis of bids or proposals receive and recommend lowest responsible bidder who complies with contract requirements and applicable guidelines. - Analyze the spectrum of support services requirements for the District. Based on a thorough knowledge of the functions, processes, and principles of office operations, identifies support services functions and related issues in need of study, selects analytical methods, conducts investigations, and prepares option papers to present findings. - Perform a variety of direct support services including many or all of the following:
Space and Telecommunications Management; Supply/Property/Inventory Management; Records Management; and make purchases within delegated monetary authorization and guidelines. To be qualified for this position, you must meet BOTH the Basic Requirements AND the Minimum Qualifications. BASIC REQUIREMENTS:
A 4 year course of study leading to a bachelor's degree with a major in any field. -or- At least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. -or- You occupy and have occupied a GS-1102, Contract Specialist position in the Federal Government on January 1, 2000, in one of the following grade levels GS-5, GS-7, GS-9, GS-11 or GS-12. MINIMUM QUALIFICATIONS GS-11:
To be eligible at the GS-11 level, you must meet Specialized Experience, Education, OR a combination of Education and Experience as defined below:

Experience:
You must have one full year of specialized experience equivalent to the GS-09 level in Federal service. Specialized experience is defined as experience in preparing statements of work or statements of objectives, and other documents necessary prior to a formal solicitation process; preparing a variety of reports concerning the status of funds, expenses, and obligations; drafting final contract documents to include specifications of bids and proposals; interpreting procurement policies and procedures; participating in the preparation of contract modifications, cost analysis, and acquiring services and supplies. -or- Education:
You must have three full academic years of progressively higher level graduate education or PhD. or equivalent doctoral degree in one or a combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. -or- Combination of Education and
Experience:
Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. Only graduate education in excess of the first two years may be used to meet total qualification requirements. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
