This National Guard position is for a SURFACE MAINTENANCE SPECIALIST (TITLE 32), Position Description Number D1254000 and is part of the NC 113th SB, National Guard (G4-HHC 113th SB, HHC 630th CSSB, HHC2/130th AV BN/Manning Document 1221-420, 1221-403, 1221-414).

Clarification from the agencyThe area of consideration for this position is CAT 1 (Areas 1-4) (Army).

DutiesAs a SURFACE MAINTENANCE SPECIALIST, GS-1601-09, you will analyze and resolve a variety of conventional maintenance management problems to improve existing maintenance operations, production, and practices that impact the overall maintenance program; Analyze the effectiveness and efficiency of maintenance management, repair, and training; and the need for improving existing practices; Develop goals and plans to ensure maintenance production standards are met; Coordinate with shop leadership to resolve conflicts affecting maintenance production or the shop backlog rate; Assess impact on the maintenance shop due to new equipment fielding, mission changes, new directives, manpower utilization and authorizations, etc; Work with other organizations to increase the effectiveness of the maintenance program; Establish methods and procedures to ensure maintenance tasks performed meet or exceed established policies and regulations; Disseminate to the maintenance shops, technical guidance and directions received form the Department of the Army (DA), National Guard Bureau (NGB), the J-4/G-4, or the Surface Maintenance Management Office; Contact depots or manufacturers to clarify procedures or gain insight regarding better methods of repair or maintenance; Schedule and conduct periodic meetings with shop leadership to disseminate information and standardize procedures; Visit maintenance organizations to assist with technical problems, evaluate shop operations, and determine adequacy of production; May serve as a member of the Command Maintenance Evaluation Team (COMET) ; Analyze COMET results, develops action plans to correct problems, and monitors implementation; Monitor the organization's use of automation to properly account for manpower utilization and materials management; Oversee and provide technical guidance regarding Class IX (Class 9) repair parts management; develop policy and procedures; and evaluates and revises, as needed; Coordinate with the USPFO and other installation organizations to resolve problems; Establish and monitor the shop safety and health program; Provide instruction, investigates accidents, and assures facilities meet established requirements; Oversee the hazardous waste/industrial hygiene program for maintenance shops; Perform other duties as assigned.

Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records.
Experience using computer and automation systems.
SPECIALIZED
Experience:
Must have at least 24 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments.
Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc.
Substitution of Education for Specialized
Experience:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
