4 Full-time 2 days ago Full Job Description JOB GENERAL STATEMENT OF DUTIESPerforms skilled technical work in real property appraisal and qualification for exempt real property and administration of the Present Use Value program.
DISTINGUISHING FEATURES OF THE CLASSAn employee in this class lists, appraises and re-appraises exempt real property, prepares Present Use applications, processes Builder's Inventory applications, verifies and evaluates data, determines eligibility, defends decisions before appeal boards and in court as required, revalidates applications annually, prepares and maintains Present Use records and files.
Prepares files for audits as required by statute.
Assists with billing corrections as needed.
EXAMPLE OF DUTIES DUTIES AND RESPONSIBILITIESEssential duties and responsibilities include, but are not limited to:
Listing, appraising and re-appraising exempt real property.
Prepares and processes Present use applications.
Processes Builder's Inventory applications.
Analyzes, reviews and approves or rejects real property exemption applications to ensure compliance with local and state regulations.
Analyzes, reviews and approves or rejects Present Use applications to ensure compliance with local and state regulations.
Assists citizens with Exemption and Present use applications and determines eligibility.
Calculates acreage for each class of land, determines total assessment, prepares computer records.
Updates computer files, determines application of rollback taxes, provides estimates to property owners and attorneys.
Calculates roll back taxes and posts for collection.
Mails Present Use and Exemption forms to new applicants, reviews and process forms and applications in a timely manner.
Monitoring transfers of Present Use properties to inform owners of potential rollback taxes or the need for a continuing use application.
Monitoring transfers of Exempt properties to move them back on the tax rolls or inform the new owners of the need to apply for exemption.
Maintains Builder's Inventory Applications/Exemptions.
Performs site inspections to verify Present use qualifications.
Defends decisions before appeal boards and in court as required.
Prepares AV-50 report annually.
Perform site visits to verify land use/qualifications.
Assist with billing adjustments on all properties.
Performs related tasks as required.

RECRUITMENT STANDARDS Knowledge, Skills, and AbilitiesKnowledge of principles and practices of real estate appraising for assessment properties.
Knowledge of the NC General Statues related to the exemption and exclusion of real property.
Knowledge of the administration of Present Use program.
Knowledge of tax mapping.
Ability to use GIS and Pictometry programs in compliance reviews of exempt and deferred properties.
Ability to communicate firmly, effectively and professionally orally and in writing.
Ability to apply laws and to interpret tax statutes to specific situations.
Working knowledge of computers and other office equipment technology in relation to job duties.
Ability to digitize workload and to perform mathematical computations with speed and accuracy.
MINIMUM QUALIFICATIONS Minimum Qualifications Associates degree with course work in business, real estate or a related field; or graduation from high school and one year of related experience.
Preferred
Qualifications:
Experience in real property assessment and knowledge of laws governing property tax exemption and exclusions.
Certification with the NC Dept of Revenue or ability to obtain such within 2 years of employment.
SUPPLEMENTAL INFORMATION May Require DrivingThis position may require driving whether driving a County owned or personal vehicle to conduct County business such as but not limited to attending conferences, meetings, or any other county related functions.
Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
